Gates
15th Ave Vehicle Gate: Opens from the street using your assigned gate code or with a gate remote clicker (available from Cressy Door). Gate has a sensor and opens automatically as you are exiting.
15th Ave Pedestrian Gate: Requires a unique key, which residents can request from the On-site Project Manager.
143rd St. Gate
143RD ST. GATE OPENING & CLOSING IS A COMMUNITY VOLUNTEER PROJECT
Cate Forrest M-2, cell 206-773-3330, moosaphant@gmail.com and VP Tina Roush K-6, cell 206-909-3421 have generously taken on the management of volunteers to open and close the 143rd St. gate every day. (Tina handles the morning opening and Cate the evening opening.)
We have a few people who have graciously committed to be responsible for certain days. (we needs a couple more). We also, obviously, need willing back-ups & substitutes. If you can help in any way, please contact Cate for more info.
WITHOUT CATE & TINA & OUR VOLUNTEERS HANDLING THIS SIMPLE PROJECT, THE 143RD GATE WOULD BE PERMANENTLY OPEN. (And no one wants that.) We have well over 100 residents, so the occasional day or two a month should not be difficult to fill.)

143rd St Vehicle Gate: The gate is unlocked around 7:00 am and closed and locked at 7:00 pm. The gate padlock opens with the Noble Firs master key (see Keys section below). If the 15th Ave electronic gate is not functioning, the 143rd St. gate will remain open. The 143rd St gate is the only access for large trucks. Moving vans, etc., which need after hours campus access need to be let in/out by a resident. Official emergency responders have the code to the key box on the gate to allow entry/exit.

Keys
All residents should have a Noble Firs master key, which opens the resident's condo door (if the original door), their building's exterior basement door and the interior basement storage closet door, the 143rd St gate padlock and pedestrian gate, the Clubhouse doors, and the doors to the swimming pool deck.
Over time, many units have changed door locks and require a key different from the master key. Residents with a non-master key front door must provide a copy to the On-site Project Manager to ensure emergency access. A copy is also needed for entryway screens doors. (If keys have not been supplied as noted and an emergency requires access, the owner will be responsible for any damage to the door and/or door framing.)
Residents who have locked themselves out of their unit can contact any Board member.
Parking
Each condo has a designated parking space in the building's carport. In addition, many condos have an assigned, numbered, uncovered parking spot.
Residents desiring additional parking can contact the HOA Parking Coordinator (volunteer position) who manages the rental of 12 HOA-owned spaces. The rental amount covers the HOA property tax bill for the parking space, plus a small additional fee for administrative costs. For 2025, then rental fee is $40/month.
In additional, owners who do not need their parking spot(s) can rent them to another NF resident. This arrangement is a private one, between the owner/residents. The HOA is not involved in setting the rental amount, handling payment, disputes, etc.
Guest parking: Parking spots marked "GUEST" are for short-term use only. (72 hours max)
Pets
Cats permitted. Dogs restricted to service animals only. Provide legal status paperwork to Quorum Property Management.
Maintenance Work Requests
Residents with issues are asked to contact Quorum real estate and report via their web page at https://www.quorumrealestate.com/index.php/appfolio-login Click on the Maintenance Tab.
This will provide a solid, searchable database for issues, and give owners and the Board proper documentation to follow and follow-up on. As our property management company, Quorum should be the first point of contact, and can determine whether an issue should be handled by us in-house so to speak, or if outside specialists need to be brought in.
Renovations & Remodels
All work beyond minor repairs must be submitted in advance to be 1) reviewed by Quorum and 2) then approved by the Board.
The following information for each project must be submitted to Quorum:
Architectural Review Requests
Submit an Architectural Review for any modification to your unit. Please include:

Brief description, tentative time frame, and how the project will affect adjacent units.

Any plans or diagrams for the modification

Images of where the work will take place.

Vendor Certificates of Insurance with Noble Firs Owners Association named as additionally insured.
Following their review, Quorum will send the request to the Board for review and approval.
Do not schedule your project’s start date until Board approval is confirmed. Contractors must observe hours of operation and may not use the Noble Firs garbage dumpsters for construction debris. Noble Firs is older construction, so asbestos is an issue - for this reason, licensed, professional asbestos testing and abatement is mandatory.
If the Board approves the project, copies of all City of Seattle permit applications must be submitted to the Board and Quorum before work begins.
When work is completed, signed-off permits must be submitted to the Board and Quorum as proof of acceptance and inspection by the City of Seattle.

Home Owners Club - a contractor referral service
Home Owners Club is a contractor referral service that connects homeowners with vetted contractors, primarily in the Seattle area. This is a great resource for projects from repairs to handyman tasks to larger remodels. (Many of us no longer know plumbers, electricians, etc. to call when we need something.)
You contact Home Owners Club, request the service you need, and they will have a vetted contractor contact you. You can discuss the work needed, get price quotes, and bids. Members are not invoiced until HOC confirms their satisfaction with the completed task.
24/7 Emergency Support – HOC provides assistance with emergency home repairs.

Quorum, as our management company, has subscribed our HOA (our common area and property) on our behalf, which allows us, as individual condo unit owners, to subscribe at a nominal rate of $10/year. (Would be $60 if not part of the HOA.)
